New NHT Measures Open More Doors for Jamaican Homeownership: Here’s What You Need to Know

As of July 1, the National Housing Trust (NHT) rolled out a comprehensive set of changes aimed at helping more Jamaicans buy, build, or improve their homes. These changes, first announced by the Prime Minister during the budget presentation in March, are now in full effect — and they signal a major step toward tackling affordability, flexibility, and inclusiveness in the housing market.

1. Increased Loan Limits Across the Board

  • To Buy on the Open Market:
    • Single applicants: Increased from $7.5M to $9M
    • Two applicants: Up to $17M
    • Three applicants (kin): Up to $23M
    • Properties valued at $14M or less: financing up to $12M
  • To Buy Land:
    • Single applicant: $5M
    • Two applicants: $7M
    • Three applicants: $10.5M
  • To Build a Home:
    • Single applicant: $11M
    • Two applicants: $17M

2. Bigger Loans for Home Improvement

  • Never-used contributors: $5M (previously $3.5M)
  • Previous beneficiaries can now reapply after 7 years (was 10 years)

3. Home Grant Expanded

  • Now available for those earning up to $30,000 weekly
  • Amount: $3.5M grant (non-repayable)
  • Must be combined with an NHT loan
  • Must be a contributor for at least 7 years

4. Reduced Service Charges

  • 0% earners: 0% service charge
  • $30k–$42k earners: 2% service charge
  • Above $42k: Remains at 5%

5. Upgraded Smart Energy Loan

  • Loan increased from $1.5M to $2.5M
  • Interest now based on income (0% to 5%)
  • Can be combined with $5M home improvement loan (total: $7.5M)

6. Loan Top-Ups for Incomplete Homes

  • Low-income earners (≤$30k/week) can get a loan top-up or grant to finish incomplete units

7. Refunds for Private Sector Mortgagees

  • Private sector workers can now apply for refunds of contributions
  • Option to apply refund to mortgage or take as cash

8. 98% Financing for Low-Income Buyers

  • For homes ≤$14M, 0% income earners can get up to 98% financing
  • This eases the deposit burden significantly

9. Fairer Selection Process for Scheme Units

  • Automated selection system based on:
    • Length of contribution
    • Live/work location
    • Income
  • 10% of units reserved for young adults (under 36)
  • Special allocations for public sector workers and persons with disabilities
  • Parents’ contribution history can help boost a child’s scheme application

10. Robust Monitoring for Construction Loans

  • All loans disbursed in stages (tranches)
  • Each applicant is assigned a technical officer
  • Funds are released as construction milestones are verified

11. Access for Overseas and Self-Employed Contributors

  • Overseas: Must maintain consistent voluntary contributions over past 12 months
  • Self-employed: Eligible after two quarterly payments

12. Construction May Be More Accessible Than Schemes

  • Scheme houses are competitive, limited
  • Building your own home with NHT funding is often faster and more realistic
